Put it in an escrow account and use it to replace the lost medicaid and other funding.
when the feds hold up their end of the deal, they get to have the remaining funds.
I’m not sure how practical that is (seems like it would be more complicated than that). But if something like that could be done it would be great.

He let a thought slip when talking about healthcare and Luigi. Obviously he has to play the song and dance of “it was like when you say ‘kill a bill’”.
