I don’t know how the military works in Russia, but given that an oligarch was able to march his PMC to Moscow with no opposition makes me wonder if the Kremlin has any capacity for reasoning over reaction.

The state holds the keys to power that grant it the monopoly on violence. In a democracy, those keys are pretty spread out, in an oligarchy, they’re less so.
