In an unprecedented move, the administration has granted industrial facilities in 38 states and Puerto Rico a two-year reprieve from federal rules under the Clean Air Act. The president is considering exempting even more.
If the Democrats had any balls, they would fine these companies after winning the midterms (if they win). Show them that Congress is the one that makes the law, and that the so called agreement that they made with the president isn’t valid, and they are in non-compliance of the actual law.
It’s interesting how Trump just makes all these fiat changes when the Constitution says Congress makes the laws in the US.

The ability to issue fines is an executive function. It’ll take winning the presidency to actually do that.
