It’s the whole DHS (of which ICE and the CBP are a part). It’s a new department with none of the institutional history to resist large scale abuses and created with a fascist friendly mission. The others are in on it, but they don’t go so wholeheartedly because there’s lots of people who believe in the institution as something that will endure beyond the current administration.
