That is the amount of votes that were already cast in a primary for the old maps… And those ballots are discarded, and those voters will vote in two months in the districts they’re no in.

This is the problem. They’re being gerrymandered into districts to unfairly enhance the ability of the party in power to remain in power even though the majority of voters would rather they aren’t. That it’s also happening over racism is especially evil (basically saying “fuck those people in particular for their skin color, they should be our slaves again”), but the realm issue is carving up the map to subvert the will of the people.

I’ll go ahead and say it: Redrawing maps shouldn’t even be a thing.
