I think the motivations of the 26-year-old are immediately called into question in a way they wouldn’t be for someone of high school age, so in that sense at the very least, yes, it’s strange.

This REALLY depends on context. What kind of uniform? What kind of public event? Who is nearby? How are they acting?
The possibilities range from completely benign and uninteresting to some that warrant arrest, and everything in between.
Like is it a branded one?
My partner has one that was just like a kilt, stockings, and a shirt. She only wears it for…reasons…at home, but it wouldn’t look too out of place in public.
