There’s the people who genuinely like to look female (like trans people and drag queens), there’s also those who feel it is ‘dirty’ or degrading and view it as a kink (sissification as it’s usually called). There’s also some who do it for other reasons without much gender/kink connotations (like for stag parties, initiation rites, carnival etc).
Not all of these imply LGBTQ, only the first one really.
In fact most of the people from the first group tend to be really elaborate about it and make themselves pretty, and not do a half-assed job like he did in that pic.
