    How would a computer program be manipulated to favor a certain party? The computer program would probably have a cursor start from the top of a state and move from left to right. Once it encompasses a specific population number it would put a figure around it and mark it as a district. Once it reaches the right border of the state, it would go down and move to the left. This would continue until the state is complete.

        I don’t think his method is correct. States must already know where people live otherwise, how can they gerrymander? A possible computer program would have a cursor start from the top left of a state and move right. The cursor’s vertical distance would be preset. Once it counts a specific number of people, it would draw a district and continue. When it reaches the right border of a state it would go down and move right. Have companies bid on a redistricting program to see if it’s achievable.
