Depends on what you consider people. I’d argue that a morgue is a corpse warehouse. But regardless yeah no unless you are dealing with a Katrina level shit storm and need to house as many people as possible because the environment itself is trying to kill everyone nobody should be kept in a warehouse like this. Fuck even by shitty American standards the Japanese internment camps at least had barracks and eventually proper housing.
