I agree that Qatar was awful with the slave labour and is the worse of the two scenarios, but as a visitor, the likelihood that you’d be arrested for being an immigrant wasn’t really a concern to my knowledge. Both are bad, but I think the US WC is more likely to directly effect foreign visitors.
