Guy with no intelligence, experience who only claim to game is filling frivolous lawsuits against people who Trump didn’t like is now in charge of the entire intelligence agency.

The more ignorant and incapable they are, the more desirable they are. Can instantly blame incompetence and “fall guy” them on a whim. Standard stupid asshole behavior.
So, the best defense is to remain invisible, then. They will prioritize harassment of whoever daddy is angry with, not actual threats that would require, ya know, intelligence to identify.
Invisibility is also the best defense if you’re one of the bad guys.
There are near-endless volumes of raw data coming into the intel agencies’ systems. Their challenge is finding the needle in that insanely huge haystack. And what they’re getting instead are new, more powerful ways to generate false positives. That’s fine if the goal is to harass and intimidate ordinary people, but doesn’t help with catching the pros.
Don’t even need to bother looking into it. I already know whoever this is is incompetent and probably also evil.
