After losing a primary challenge to a Donald Trump-backed candidate last week, Republican Rep. Thomas Massie is already preparing for a return to politics in 2028.
The Kentucky congressman has already filed a statement of candidacy with the Federal Elections Commission, which will allow him to continue fundraising for any potential campaigns before the next congressional elections.

My thoughts as well, if he’s willing to risk his political career anyway (it is and will be torching his own party, he won’t win as an independent, but he will take down his no name republican rival).
He pretty much can’t, as Kentucky state law, from the 1920s, bars him from running in the general election.
He can try a write-in campaign for Mitch McConnell’s seat instead, which the article mentions, but he would run afoul of state law if he tried to run as an Independent for the seat he currently has.
My understanding is they have a law to prevent exactly that. Called a sore loser law or something.
