I said that was unlikely because DPRK is likely one of the hardest countries in the world to establish and maintain an embedded intelligence capability within. I never said anything about the DPRK’s intelligence capabilities.
I suspect that SK has quite the intelligence apparatus when it comes to keeping an eye on citizens of NK.
