Let’s amend the bill to say that in order not to disenfranchise the ex-Virginians, and because of the additional land and population, The District of Columbia will henceforth be represented by 2 senators and 2 Representatives.

Exactly. Let’s amend the bill to say that in order not to disenfranchise the ex-Virginians, and because of the additional land and population, The District of Columbia will henceforth be represented by 2 senators and 2 Representatives.
