In addition to it not actually being rescheduled the big pharma companies can easily just invest or buy the “local” growers
In my state all the licensed weed growers are well established and basically have a cartel monopoly so I dunno what “local” there is to protect with this stuff anyway

Some states’ legalization enshrined the right of private citizens to grow, which imo is the only real legalization.
Being able to grow is a separate thing from if national or state pharma sells you the weed
