Even simpler, they will send helicopter with soldiers to seize the tanker, so the Venezuelan navy ship will have the choice to shot it down or not. If not, massive propaganda L, if yes, war “started by Venezuela” even though using armed response against piracy attempt is perfectly legal according to basically every maritime law.
To avoid that, i imagine they would post armed men on the tanker itself.
Perhaps post signs, in english, at the ingresses that state that any gunshots on the deck of an oil tanker could result in the destruction of the entire vessel.
