    The distinction used for the textbook definition of propaganda is essentially to set a narrative the way you want it to by hammering in a specific story with your angle (typically by flooding the relevant channels of communication with variants of your story). Controlling perception.

    Regular communication which isn’t that isn’t propaganda.

      I.e. We have Propaganda ads for our National healthcare system being helpful, free, and serving people. Its put out by the system that is represents. It is by definition propaganda, even though it is true and a beneficial kind.
