You’re misunderstanding the topology, go read that again. They just needed a map of machines and polling stations(thanks Russia those hacks where you did “nothing” may have yielded Intel). If you targeted just the swing states I don’t see any reason you’d need more than a dosen warm bodies. Can clean up most of those lose ends later, they don’t all have to be smart, skids like big balls can deploy an exploit.
