Some banks, like HSBC, will allow you to hold foreign currency accounts. There are also things like Wise, but I haven’t looked much in to it.
I don’t see the point of holding EUR though as you can’t spend them here. You’d be better off investing in a currency ETF, or just international stocks/funds if your goal is to diversify from the US.

Well we do have laws against fraud, deceptive marketing, etc. It’s hard for me to imagine what we would be arresting someone for unless it were one of those already illegal acts.
