Of course is deliberate. Zelensky called the attacks justifiable. In fact in the past few months all UA done was to attack infrastructure because they can’t push Russia back on the Frontline and while these attacks do nothing for the war effort they feed the propaganda machine and don’t lose popular support.

Also Russia is trying to overload air defences capabilities and some UAVs are downed over civilians area and end up hurting people

There is a difference between fighting back and attacking civilians. At this point ukrayne is not fighting back
