To us, yes. A large number of the people he was mocking do not understand irony, so they thought he was genuine.
He’s publicly said multiple times that he has had people come up to him and tell him they liked his old show better, clearly not understanding it was satire
He got invited to the Bush Whitehouse dinner and they were surprised Colbert roasted Dubya
