Are physical mail generally not under surveillance? If everyone suddently ditched electronic communications and start writing letters, would governments be able to surveil everyone? (Is it practial?)

The manpower required to read physical mail isnt scalable. Now could that be done for a targeting individual sure.

If you post a serious question on friday and are looking only for legitimate answers, then please include the [Serious] tag on your post. Irrelevant replies will then be removed by moderators.
