We all understand that the nonpartisan rank-and-file follow the cues of the partisan political appointees at the top. I’m not sure why you’re trying to downplay the fact that this erosion in behavior and work ethic is a direct result of the party in charge.

Who do you think vets people in order to get someone that is “aligned” with the mission of overthrowing the current government? The party in power. Who is firing people that don’t toe the line within their agencies? The party in power.
